Separate project requirements. Physical location, administrative access, submitted content, retention and auditing answer different questions. An offer within national territory does not, by itself, demonstrate isolation or confidentiality during processing.
Reduce exposure before inference. If results do not depend on identity, apply placeholders or removal; if content cannot leave, use blocking and an architecture consistent with that boundary. Evaluate concrete cases because personal data detection can fail.
Rota offers a processing policy, compatible API and encrypted auditing, but does not promise national residency for every inference or general protection against the destination's operator. Use technical and contractual assessment to verify requirements that a textual barrier does not cover.
